We are fortunate to partner with a Board of Directors who bring expertise, passion, and perspective to our work of emboldening extraordinary community. These community members serve at least one three-year term and help to guide and shape our organizational and investment strategies.

CFO, United Disabilities Services Foundation

Beth Brennan is the Chief Financial Officer at United Disabilities Services Foundation. She has a long history of working with the Community Foundation as an auditor, committee member, and volunteer. Beth joined UDSF in July of 2020. She is responsible for all efforts related to the finance function of the organization including financial reporting, risk management, financial planning, and cash flow analysis.  She is also actively involved in developing the strategic vision of UDSF.  She is a certified public accountant and a member of the Pennsylvania Institute of Certified Public Accountants (PICPA).

Senior Investment Consultant, Vanguard

Joe Hess is a senior investment consultant at Vanguard. He has been a member of the Community Foundation Investment Committee and offered instrumental input in refining our strategy to grow the community’s endowment.  He joined Vanguard in 2009 and has held a variety of positions across the organization. In his current role, Joe works with nonprofit organizations across the Northeast, providing investment counseling and advice on topics ranging from policy design and portfolio construction to capital market research and performance evaluation. He is a CFA® charterholder and member of the CFA Society of Philadelphia. He also holds the Chartered Alternative Investment Analyst (CAIA) designation and a Certificate in Performance Measurement (CIPM).

Partner, BCGL

Theresa is a partner at BCGL and the Chair of the Employment and Labor Law Department. Her experience in non-profit, business and employment law will provide important insights for the foundation. She concentrates her practice in representing businesses, municipalities, non-profits, and executives in all aspects of the employment relationship. She also represents clients in business and commercial litigation. She litigates in various administrative agencies including the EEOC and Pa HRC as well as all state and federal courts in Pennsylvania.

President, Thaddeus Stevens College of Technology

Pedro Rivera was named President of Thaddeus Stevens College of Technology effective October 1, 2020. He joins the board with a deep knowledge of Lancaster and a range of connections to the Community Foundation. Prior to joining the College, he served as Pennsylvania Secretary of the Department of Education, having been appointed by Governor Tom Wolf and confirmed unanimously by the state Senate in 2015. Prior to his appointment to Governor Wolf’s Cabinet, Rivera served as superintendent of the School District of Lancaster. Additionally, he was a classroom teacher, assistant principal, principal, and executive director for the School District of Philadelphia, as well as a staff member with the Philadelphia Federation of Teachers. Most recently, Pedro served on the Biden-Harris transition team supporting the US Dept. of Education.

First Lady, Millersville University

The First Lady of Millersville University, Dr. Judith Wubah, brings her experience in various roles in higher education to the position. Her background with institutions from around the nation and the world informs her contributions at the foundation. After receiving her Ph.D. in Development Biology/Teratology (the study of birth defects) from Thomas Jefferson University, Philadelphia, she served as a faculty member at James Madison University and the medical school at University of Florida. At Virginia Tech, she was the founding Director of the Office of Health Professions Advising.
